Regional Fiscal Technical Assistance Project

General Information

On March 7, 2000 the Government of the Russian Federation and the International Bank for Reconstruction and Development signed a Loan Agreement to finance the implementation of the Project. On  August 30, 2000 the Loan Agreement became effective.

In May 2005 the Joint Working Group of the World Bank and the Russian Federation, in the light of the successful progress of the Project implementation and on the basis of a new work program, adopted a decision to extend the Project for a term up to and including year 2008.

On  July 5, 2005 an amendment to the Loan Agreement came into force extending the Project implementation period up until the end of 2008 and expanding the participation of the federal budget in the Project financing.

On December 12, 2008 an amendment to the Loan Agreement came into force extending the Project implementation period up until the end of 2009.

In the first quarter of 2009 the question of duration of the Project till  June 30, 2011 was discussed at a meeting of  Interministerial Working Group in charge of the IBRD Regional Fiscal Reform Loan on February 25, 2009 (Minutes No 33). In the 2nd quarter of 2009 the MOF approached the World Bank with a request to introduce the relevant amendment to the Loan Agreement.

On the part of the Russian Federation, general management of the project is carried out by the Interministerial Working Group in charge of the IBRD Regional Fiscal Reform Loan (hereinafter referred to as the “IMWG”) set up by Order of the Ministry of Finance of the Russian Federation No. 21, dated February 1 pursuant to Directive of the Government of the Russian Federation No. 1718-r dated December 4, 1998.

On-line management of the Project is performed by the Project Management Working Group of the Ministry of Finance of the Russian Federation set up by Order of the Ministry of Finance of the Russian Federation No. 7 dated January 23, 2001 (hereinafter – the Working Group).

The Non-Commercial Foundation for Enterprise Restructuring and Financial Institutions Development (hereinafter – the FER) was approved as the Project Implementation Group.

Objectives and Structure of the Project

Loan Agreement No. 4528-RU of March 7, 2000 indicates among the main objectives of the loan disbursement assistance to the Government of the Russian Federation in improving the legal framework for public finance, establishing of a mechanism for increasing the level of compliance with federal laws and regulations in the area of fiscal management, promotion of fiscal responsible behavior, strengthening of the capacity to monitor fiscal performance, strengthening of the institutional capacity for carrying out fiscal and structural reforms, including the reforms carried out on the subnational level by way of promoting the development of the fiscal federalism system.

The key components of the Project are:          

1)        Part A: Strengthening of Federal and Regional Fiscal Legislation (Component ”Legislation”),

2)        Part B: Strengthening of Federal Monitoring Capacity (Component ”Monitoring”),

3)        Part C: Assistance to Sub-national Governments in Accounting and Budgeting  (Component ”Technical Assistance”),

4)        Part D: Sectoral Public Expenditure Reviews (Component "Reviews").
